Health Management Associates (HMA), a Lansing, MI-headquartered healthcare research and consulting firm, has appointed Charles (Chuck) Milligan as chief executive officer.
Milligan, who has served as the firm’s chief operating officer since 2020, will on May 17 succeed retiring CEO Douglas Elwell.
Elwell spent 15 years at HMA, serving as CEO since November 2020. Before that, he was COO and managing principal of the Indianapolis office. Aside from his tenure at HMA, Elwell served as Illinois Medicaid director and deputy CEO for finance and strategy at the Cook County Health and Hospitals System.

Milligan joined HMA in November 2020 as COO. An experienced healthcare executive and consulting leader, Milligan has worked with numerous health plans, states, and policy organization.
Before HMA, he served as Medicaid director for New Mexico and Maryland. He also previously served as vice chairman and commissioner to the Medicaid and CHIP payment and access commission (MACPAC) at the US government accountability office (GAO).
Prior to that, Milligan was CEO for UnitedHealthcare’s community plan in New Mexico, SVP of enterprise government programs at Presbyterian Healthcare Services and executive director of The Hilltop Institute at University of Maryland, Baltimore County. He began his career as an attorney practicing healthcare law in California.
