Editor-in-Chief Dr. Lloyd F. Novick Retires from the Journal of Public Health Management & Practice

The Journal of Public Health Management and Practice (JPHMP) announces with deep gratitude and admiration the retirement of Dr. Lloyd F. Novick, who founded the journal in 1995 and has served as Editor-in-Chief for 30 years. Dr. Novick’s visionary leadership and steadfast commitment have shaped JPHMP into one of the most respected voices in the field of public health, providing a platform for practitioners, researchers, and policymakers to share evidence-based insights and innovative solutions.

A Legacy of Leadership and Innovation

Dr. Novick’s tenure has been transformative. Under his editorial guidance, JPHMP has become synonymous with high-quality, impactful public health research and practice. Beyond editing, Dr. Novick has championed the advancement of public health, collaborating with leading organizations such as the Centers for Disease Control and Prevention (CDC), the Association of State and Territorial Health Officials (ASTHO), the National Association of County and City Health Officials (NACCHO), the Public Health Accreditation Board (PHAB), the de Beaumont Foundation, and others to amplify the journal’s mission of improving population health outcomes.

Key milestones of his leadership include:

  • Founding Vision: Dr. Novick spearheaded the creation of JPHMP in 1995 to fill a critical gap in evidence-based literature for public health practitioners and administrators.
  • Special Issues and Partnerships: He facilitated collaborations with key public health organizations, including thematic issues on public health accreditation, workforce development, health equity, and emergency preparedness, including COVID-19.
  • Digital Innovation: Recognizing the need to adapt to a changing information landscape, Dr. Novick supported the launch of JPHMP Direct, the journal’s companion site, to expand reach and foster greater engagement.

A Lifetime of Service to Public Health

Dr. Novick’s distinguished career spans decades of service in public health. From his early training in epidemiology with the California State Department of Health to leadership roles as Commissioner and Secretary of Health in Vermont, Arizona, and New York, his work has consistently prioritized equitable healthcare access for underserved populations. 

Notable achievements include:

  • Addressing Health Disparities: Improving healthcare delivery for incarcerated populations and addressing communicable diseases like HIV/AIDs and hepatitis.
  • Leadership in Public Health Practice: Leading state and county health departments to tackle pressing health challenges, including maternal and infant mortality, lead poisoning, and tuberculosis.
  • Advancing Public Health Scholarship: Publishing extensively on topics ranging from health systems and workforce development to infectious disease prevention and chronic disease management. 

Dr. Novick reflects, “In my public health career, I was fortunate to have worked with outstanding colleagues. Without a doubt, the highlight of my career has been serving as Editor of the Journal of Public Health Management & Practice. I am deeply grateful to Carole Novick, Justin Moore, Sheryl Monks, and our editorial board, for their support, as well as to Brian Castrucci and the de Beaumont Foundation for their invaluable partnership.”

Looking Ahead

As JPHMP prepares for this transition of leadership, the journal remains steadfast in its commitment to upholding Dr. Novick’s legacy of excellence. Associate Editor Dr. Justin B. Moore, who has served alongside Dr. Novick since 2007, will assume the role of Editor-in-Chief on January 1, 2025, building on the strong foundation Dr. Novick has established as he guides the journal into its next chapter. 

A Grateful Farewell

Dr. Novick’s impact on JPHMP and the field of public health cannot be overstated. The journal’s editorial board, staff, and readers extend their heartfelt thanks for his decades of service, dedication, and vision. While he may be retiring as Editor-in-Chief, he will assume the role of Editor Emeritus. Dr. Novick’s contributions to public health will continue to inspire generations to come.
